ICHD 常设秘书处的工作汇报

一)建立

2014109日,第十一届国际水动力学会议(ICHD)在新加坡南洋理工大学召开前夕,ICHD执行委员会(Executive CommitteeEC)会议胜利召开。会议讨论通过了一项决议:ICHD的执行委员会批准建立常设秘书处,并同意将秘书处放置在《水动力学力学研究与进展》编辑部。

 二)常规工作

1) 网站建设

2014年底,ICHD常设秘书处建立一个永久网站(http://www.ichd-home.com),该网站由编辑部管理与维护。

2) 制度建设

制定了常设秘书处工作细则,界定了秘书处的工作范围、权利和义务,相应细则经过执行委员会通讯评议,并公布在网站(http://www.ichd-home.com/secretariat.html

3)协助ICHD’2016的组织

201511月,第12ICHD摘要征收截止过后,稿件不足40篇,当地组织者向常设秘书求助。在常设秘书处的积极宣传和鼓动下,ICHD收到超过160余摘要,并最后确定录用130余篇,这为ICHD’2016的成功召开提供了重要的帮助。

4)协调EC会议、筹备换届工作

2016年上半年,秘书处积极联络全体的执行委员,为20169月的执行委员会会议的举办和换届做了大量的协调和筹备工作。

5)确定ICHD的永久会标

由于ICHD的历届会标大致相仿,但风格不一。秘书处综合历届会标的特色,最终确定了ICHD的永久会标。

6) 秘书处的换届工作

2014年底,秘书处秘书长由《水动力学力学研究与进展》杂志社社长颜开研究员担任;20169月起,秘书长由《水动力学力学研究与进展》编委会秘书长卢东强担任。

海峡两岸水动力学研讨会历史由来

众所周知,海峡两岸有漫长的海岸线和丰富的海洋资源,许多国民经济部门和民生事业都和船舶、海洋工程与环境工程水动力学密切有关,海峡两岸有众多学者从事稀有交流,仅在国际会议上偶有接触。2008年5月海峡两岸形势发生了历史性转变,本刊编委会抓住了这一机遇,于2008年5月底向台湾同行发出了邀请,邀请他们参加将于2008年8月23日至28日举办的由《水动力学研究与进展》编委会联合中国力学学会,中国造船工程学会、山东大学在山东济南举办的由第二十一届全国水动力学研讨会曁第八届全国水动力学学术会议。这一邀请得到台湾同行的热烈响应,以台湾海洋大学工程院院长陈建宏教授、台湾大学工程科学及海洋工程学系系主任蔡进发教授为首的台湾5个单位,8名专家参加会议,山东大学外事部门向山东省有关部门报备了台湾学者参加会议的情况并形成了第一届海峡两岸船舶与海洋工程水动力学研讨会。会议期间两岸学者对促进和扩大海峡两岸的学术交流表示出强烈兴趣。为持续举办本研讨会奠定良好基础,台湾海洋大学陈建宏教授提议下一届研讨会于2009年在台湾基隆举行。并由台湾海洋大学偕庆祝系统工程曁造船学系成立50周年之际,举办第二届研讨会。为能扩大两岸水动力学的学术交流,多方面展现水动力学应用的广阔性与时代性,第二届研讨会特纳入环境水动力学相关议题,陈建宏教授并商请《水动力学研究与进展》编委会协助组织大陆参加研讨会的论文,其它有关事宜由台湾海洋大学负责。

由台湾海洋大学主办的第二届海峡两岸船舶、海洋工程与环境工程水动力学研讨会于2009年10月12日至17日在台湾基隆召开。研讨会征文通知发出后得到海峡两岸学者的热烈响应,大陆地区投寄摘要50余篇,经《水动力学研究与进展》执行编委会两轮审查择优选择了30篇论文交送台湾会议组织方,最后参加会议为24篇。参加研讨会的代表共有80余人,其中大陆代表有11个单位24人,台湾代表有21个单位60余人、研讨会共有大会报告4篇,学术交流报告71篇,其中大陆有大会报告2篇,学术交流报告22篇。研讨会后与会大陆代表还参观了访问了台湾大学、台湾海洋大学和联合船舶设计发展中心。

鉴于连续两届研讨会成功举办,两岸学者对促进和扩大海峡两岸学术交流表示出了强烈兴趣。研讨会期间,台湾海洋大学陈建宏教授、台湾大学蔡进发教授和联合船舶设计发展中心黄正利教授等与大陆我刊执行编委中国船舶科学研究中心副所长颜开研究员、执行主编周连第研究员和执行编委上海大学王道增教授举行了研讨会委员会会议,共同筹划以后两岸研讨会举办事宜以及未来两岸水动力学相关领域学者交流与合作方向,达成了如下几点共识。

(1)海峡两岸研讨会对于加强两岸学者接触和了解,促进和扩大海峡两岸水动力学的学术交流有良好的积极的作用、两岸学者都有共同愿望,并有良好基础把研讨会持续办下去,决定每两年举办一次,在海峡两岸轮流举办。第三届海峡两岸研讨会在大陆西安举办,由《水动力学研究与进展》编委会,中国力学学会,中国造船工程学会,西安理工大学联合主办。第四届海峡两岸研讨会则在台湾台北举办,由台湾大学,台湾海洋大学,成功大学、高雄海洋科技大学联合主办。

(2)为更能发动和组织两岸学者参加海峡两岸研讨会,并能提高效率和参会的论文质量和水平,研讨会的论文组织和评选由大陆和台湾两方面分别进行。研讨会若在大陆举办,则台湾方面的论文由台湾海洋大学负责征文,评审后提交会议大陆主办方;研讨会若在台湾举办则大陆方面的论文由《水动力学研究与进展》编委负责征文,评审后提交会议台湾主办方。《水动力学研究与进展》编辑部和台湾海洋大学工学院负责海峡两岸水动力学研讨会有关工作的日常联系。

(3)为多方面展现水动力学应用的广阔性与时代性,从第三届研讨会起研讨会的议题增加能源工程水动力学,为此会议名称扩展为第三届海峡两岸海洋工程与能源、环境工程水动力学研讨会。

(4)双方还商定会议是纯学术交流,不涉及“一中一台”、“两个中国”等政治敏感问题。 第三届海峡两岸船舶、海洋工程与环境、能源工程水动力学研讨会于2011年9月19日–23日在西安举办,它与第二十三届全国水动力学研讨会曁第十届全国水动力学学术会议同时互动进行。台湾方面将有8个单位21名代表共15篇论文参加交流,其中有两篇为大会报告,考虑到海峡两岸研讨会的特殊性,《水动力学研究与进展》编辑部为海峡两岸研讨会专门编辑出版了一本论文集。该论文集包括台湾方面的15篇论文,还从全国研讨会论文集中选择了23篇论文共38篇文章编成第三届海峡两岸船舶、海洋工程与环境、能源工程水动力学研讨会论文集。会议期间两岸代表再次研讨海峡两岸研讨会的发展形势一致认为持续举办海峡两岸水动力学研讨会是顺应了两岸形势历史性转变的潮流,这对增强两岸学者的接触和了解,扩大和促进两岸的学术交流都有着积极、正面的影响。相信随着海峡两岸和平形势的发展,海峡两岸水动力学研讨会将会越来越兴旺。为此决定:1)两岸研讨会应涵盖所有水动力学领域从下届始正式定名为海峡两岸水动力学研讨会;2)两岸研讨会应常态化,每隔两届在两岸轮流举办,第4届将在台北举办。

第4届海峡两岸水动力学研讨会于2013年10月28日至11月3日在台北举行由台湾大学主办,大陆方面共有24篇论文(含3篇大会报告)36位代表参会、台湾方面共有35篇论文(含3篇大会报告)65位代表参会。第5届海峡两岸水动力学研讨会于2015年11月6日至9日在江苏省南京举办由河海大学承办。

NCHD 全国水动力学研讨会来由

《水动力学研究与进展》是由中国船舶科学研究中心和北京大学联合国内,外60余家与水动力有关的高等院校,科研机关以联合体筹资办刊形式主办的。1986年由国家科委批准国内,外公开发行的学术期刊,有中、英文两种互不重复的版本。20余年来两种期刊得到了很大发展,都是国家核心期刊。英文版由全球最大的出版集团ELSEVIER出版公司向全球发行电子版。是国际著名数据库《EI》、《SCIE》收录期刊。《水动力学研究与进展》在筹划创刊之初,创刊元老们就以学术讨论班形式凝聚共识,筹划创办了刊物。刊物创刊以来,《水动力研究与进展》编委会在抓好刊物的发展和质量的同时继续发扬学术讨论班的传统,1986年刊物创办,1987年就举办了全国水动力学研讨会,头几届都是暑假举办,起名为暑期水动力学研讨会,后来为适应形势以及常态化发展联合国内有关学会和单位一起举办,就起名为××届全国水动力学研讨会,这就进一步促进了国内水动力学界的学术交流,另一方面也扩大了《水动力研究与进展》刊物的影响,发掘了水动力学研究的新生力量,在每届水动力学研讨会后,都会吸收一些新的单位和年轻学者参加到《水动力研究与进展》办刊联合体,壮大了联合体的力量。自《水动力研究与进展》刊物创刊以来,每年都举办一次全国水动力学研讨会,至今已举办了26届(NCHD-1987至NCHD-2014)每届都出版有书号的会议论文集,收集论文100余篇左右。参会代表少则70-80人,多则百余人以上。最近3届都在200人以上,收集论文200篇,做到长盛不衰,这在国内学术界是不多见的。每年的全国水动力学研讨会的举办地点都选择在有《水动力研究与进展》联合体单位的所在地,这样一方面有联合体单位的配合支持,会务工作容易办,另一方面也调动了所在地联合体单位的积极性、激活了联合体的活力,做到联合体总部(《水动力研究与进展》编委会及它的办事机构——编辑部)与联合体单位之间的双赢,且由于在全国各地轮流召开既扩大了研讨会在国内的影响,又吸引了国内学术界人士的参加,这也是全国水动力学研讨会能做到长盛不衰的原因。

为进一步发掘和鼓励年青水动力学研究力量成长,2015年从第27届全国水动力学开始还设立了全国水动力学研讨会学生优秀论文奖。
